Short answer

Janesville gives property owners 12 hours after a winter weather event ends to clear the public sidewalk in front of their property, and the city can clear it and bill you if you do not. Adding walks and steps to a plow visit typically costs $20 to $50 a visit in Wisconsin.

The deadline is the reason people hire this out

City ordinance 34-59 makes the owner keep the abutting sidewalk free of snow and ice and clear it within 12 hours of the end of a winter weather event. When a neighbor reports an unshoveled walk, inspectors leave a door hanger giving 24 hours. If it is still not done, state statute lets the city clear it and bill the owner for every related expense (City of Janesville, snow and ice covered sidewalks). The ordinance penalty is a forfeiture of up to $100 plus costs (Janesville code 34-59 and 34-63).

The duty covers the sidewalk and the nearest half of any crosswalk connecting to it, so on a corner lot that means both frontages and the curb ramps. A snowfall that ends at 10 p.m. has to be gone by 10 a.m.

Deadlines in the other cities

  • Beloit: 48 hours after the storm ends, and if ice cannot be removed it must be sanded or salted (City of Beloit sidewalks page).
  • Milton: homes have 24 hours after the snow stops; business-zoned lots must be clear by 10 a.m. every day. Unpaid city clearing bills become a tax lien (Milton code 66-71).
  • Edgerton: the owner or occupant clears the walk, and the city publishes a reminder each year by October 15 and again by November 15 (Edgerton chapter 345).

Each city's full rule, with its parking rules, is on its page in the service area.

What gets cleared

The public sidewalk across your frontage, the walk to the front door, the front steps and stoop, the path to the mailbox, and a cut through the windrow at the curb if you want one. Steps and stoops are shoveled by hand; long runs of sidewalk go faster with a two-stage snow blower. Ice that will not come up gets salt or sand, which is what Beloit's code asks for (salting and ice control).

What it costs

Added to a driveway plow, walks and steps run $20 to $50 a visit (Wisconsin Homeowners Guide, 2026). Priced on their own, sidewalk clearing is $20 to $75 a push nationally (Claver, 2026). Seasonal contracts usually fold the walks in; ask whether the public sidewalk and the corner ramps are included. Full table on the cost page.

Renters, landlords and absentee owners

Janesville's ordinance lands on the occupant of the lot, or the owner if the lot is empty. Who shovels at a rental depends on the lease; the Wisconsin Tenant Resource Center's rule of thumb is that a tenant who has the yard and mows the lawn is probably responsible for snow too (Tenant Resource Center). Landlords with several Janesville rentals are the people who most often hire walks on a contract. See who shovels the sidewalk, landlord or tenant.
