Short answer

When Janesville declares a winter weather emergency, every vehicle must be off city streets until snow and ice control is done. A parked car gets a $50 ticket and can be towed. Free parking is open in any city-owned lot, including seven downtown lots.

Part of Driveway Snow Plowing.

What triggers it

City ordinance 38-343 lets the Director of Public Works declare a winter weather emergency when snow, sleet or freezing rain creates conditions that warrant clearing the streets, for example snow of 2 to 3 inches or more (City of Janesville, winter weather emergency). The goal is to finish plowing and treating every city street within 10 to 12 hours after precipitation ends.

Where to park

In a driveway or garage first. If you cannot, any city-owned parking lot is free during the emergency, including the downtown lots at East Wall Street, City Hall, South High Street, the Senior Center, River and Union Streets, and the North Parker Drive ramp (Janesville Gazette, December 2024). The fine for staying on the street is $50, and police or public works can tow the vehicle.

A driveway that is not cleared is the reason people end up on the street. On an emergency night, getting the driveway plowed before the declaration takes effect is what keeps the car legal. See driveway snow plowing.
